Şehrazat Gülsüm Mart is a Ph.D. student in the Sociology and Peace Studies program. She is a Graduate Fellow of the Nanovic Institute for European Studies and a Doctoral Student Affiliate of the Kellogg Institute for International Studies. She received her B.A. degrees (with high honors) in Political Science & International Relations and Sociology from Boğaziçi University, İstanbul, Turkey.

She is primarily interested in policy implementation by local bureaucratic organizations. Her M.A. thesis explored the relationship between professional ethos, varying uses of bureaucratic discretion, and responsive public service in autocracies. She continues to work on organizational factors that facilitate or obstruct the inclusion of citizen demands in policy implementation.
